If there is power, the problem is probably the starter relay or the transmission switch. Do like what was suggested about jumping across it, AFTER you make sure bike is in neutral. I have just replaced the second startermotor in as many years I have major dramas with starter clutches. 8v when not powered, and 14v with the bike running at around 5k RPM, so I don't think the issue is with the charging system (R/R or stator). Similarly, in 1998-2001 Toyota Camry a problem with the starter solenoid terminals could cause the condition where the starter would click, but would not crank. Took the engine out to strip the car down and put it back together engine turned over just fine for about 5 seconds (didn't start, so gave the starter a breather), hit the start button again and the starter relay (solenoid) just made a clicking noise. This means the starter button passes less than 0. Or you're only gonna' hear a loud click, and nothing more. Then it would start 2 times no problem then back same crap. If you hear the solenoid clunk, then you know that the solenoid primary side and everything else in the circuit is working up to that point. Thus we have voltage going to Electric Start Relay #2. Testing the battery would always be my first option. This is the most commonly used application for disabling the starter. Tried many times. After installing this relay my bike started right up I am very satisfied and have ordered another one to have as spare which I carry in my tool bag.
